Leavy <br /> Present: Sheila De Forest, Charles Haynes, David F. Luebke, Eric Newnham, Mark Spreitzer, and <br /> James E. Van De Bogart <br /> Absent: None <br /> 1. The meeting was called to order at 7:00 p.m. in the Forum at Beloit City Hall. <br /> 2. PLEDGE OF ALLEGIANCE <br /> 3. SPECIAL ORDERS OF THE DAY /ANNOUNCEMENTS <br /> a. General Services Director Mike Ciaramita recognized Brett Hebert and Cheryl Simplot of the <br /> Water Resources Division for receiving the Cities and Villages Mutual Insurance Company <br /> (CVMIC) Significant Program Award. Mr. Ciaramita noted that Mr. Hebert and Ms. Simplot <br /> could not attend the meeting, and he presented the award to Water Resources Director Harry <br /> Mathos. Mr. Mathos commended the award recipients and the rest of the collections division for <br /> their hard work, dedication, and efficiency. <br /> 4. PUBLIC HEARINGS <br /> a. Community Development Director Julie Christensen presented a proposed Ordinance to amend <br /> the Zoning District Map to change the Zoning District Classification from PLI, Public Lands and <br /> Institutions District, to C -2, Neighborhood Commercial District, for the property located at 1872 <br /> Porter Avenue. It was noted that the Plan Commission recommended approval 6 -0. Ms. <br /> Christensen indicated that this proposed rezoning is consistent with the City's Comprehensive <br /> plan, which shows this property as appropriate for neighborhood commercial uses. President <br /> Leavy opened and closed the public hearing without participation. Councilor De Forest indicated <br /> that she was concerned with spot zoning and that the property owners who received the public <br /> notices may not have shared them with their tenants. She also asked about the status of rezoning <br /> the adjacent property, which is owned by Hendricks Commercial Properties. Ms. Christensen <br /> indicated that staff would pursue a zoning map amendment for that property with consent of the <br /> property owner. The applicant, Guy Lippert representing ARZ Financial Inc., 616 S. Main Street, <br /> Janesville, indicated that he picked the location because the building was the right size and the <br /> price of the property was within his means. A first reading of the Ordinance was performed, and <br /> Councilor Van De Bogart moved to lay the second reading over until the next meeting. Councilor <br /> Luebke seconded. The motion carried 6 -1, with Councilor Spreitzer voting in opposition. File 8522 <br /> b. City Manager Larry Arft presented an Intergovernmental Agreement between the City of Beloit <br /> and the Ho -Chunk Nation related to a Beloit Gaming Facility. Manager Arft explained the <br /> agreement briefly and introduced the members of the Ho -Chunk Nation and their representatives <br /> present. Dan Brown, former vice president of the Ho -Chunk Nation briefly presented an overview <br /> of the proposed IGA and the project. President Leavy opened the public hearing: <br /> i. Don Hilbig, 1128 Partridge Avenue, expressed concern with the possible negative <br /> impacts of the casino project. <br /> ii. Rick Brunton, 751 Euclid Avenue, spoke in opposition of the proposed casino project <br /> and explained that there could be a negative economic impact on Beloit and the <br /> surrounding communities. <br /> iii. Louis Pody, 1247 Oak Street, spoke in support of the casino project on behalf of the <br /> Southern Wisconsin Building Trades Council. <br /> iv. Mike Zoril, 1756 Carlyle Road, expressed interest in having another referendum to <br /> see if the community still supports the project. <br /> • <br />
