7. ORDINANCES— none <br /> 8. APPOINTMENTS <br /> President Leavy announced openings and submitted the following appointments to the City <br /> Committees, Board, and Commissions for approval. The appointments were approved on a motion by <br /> Councilor Luebke and a second by Councilor De Forest. The motion carried 7-0. <br /> a. Disabled Parking Enforcement Assistance Council: Sherri Lynn Bennington to a term ending <br /> October 31, 2014. File 6201 <br /> b. Landmarks Commission: Ellen E. Joyce to a term ending October 31, 2014. File 5860 <br /> c. Park, Recreation and Conservation Advisory Commission: Chad P. Larson to a term ending <br /> September 30, 2014 File 6180 <br /> d. Plan Commission: Tom Seifarth to term ending April 30, 2012. File 6064 <br /> 9. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> a. Councilor De Forest shared an email from a participant in a recent Beloit Youth Hockey <br /> tournament at the ice arena, who was"wowed" by Beloit's facilities and enjoyed her visit. <br /> Councilor De Forest also indicated that the Beloit International Film Festival (BIFF)was wonderful <br /> and thanked all of the volunteers and participants. <br /> b. Councilor Haynes reminded everyone to vote in the Spring Primary Election on February 21St. He <br /> also indicated that the Wisconsin Property Owners' League will be hosting a forum for the local <br /> candidates for the Spring Election at Beloit Memorial High School. <br /> c. Councilor Van De Bogart reminded everyone to vote and asked City Clerk Houseman to list the <br /> acceptable forms of proof of identity needed to vote. He also praised BIFF and said that he <br /> attended the Aldrich Cultural Fair, the Grinnell Hall Chili Fest, and an Ehlers and Associates <br /> financial conference. He also asked everyone to remember John Glenn's historic earth orbit 50 <br /> years ago. <br /> d. Councilor Spreitzer said that he enjoyed BIFF and thanked all of the volunteers. He also <br /> mentioned the upcoming Empty Bowl Lunch fundraising event at Beloit Memorial High School. <br /> e. Councilor Luebke attended BIFF with pride, and he will participate in the Hometown Hero's event <br /> at the Angel Museum. <br /> 10. CITY MANAGER'S PRESENTATION <br /> a. City Manager Larry Arft presented the Annual Community Update Presentation. He outlined the <br /> new public facilities, infrastructure upgrades and economic development opportunities that <br /> continue to redefine Beloit, despite a difficult budget cycle that resulted in personnel reductions. <br /> Councilor Spreitzer asked if there are any plans for a public report regarding the solar panel <br /> project at City Hall, and Mr. Arft said that he would be making a report the Council this summer <br /> after staff can analyze several months of data. Councilor Spreitzer asked if the proposed <br /> resurfacing and reconstruction projects for the downtown public parking lots would impact the <br /> farmers market, and Mr. Arft said that they would be staggered so they are not all closed at the <br /> same time. Councilor De Forest requested that the presentation be posted to the City's website. <br /> File 8514 <br /> 11. REPORTS FROM BOARDS AND CITY OFFICERS <br /> a. Ms. Christensen presented a resolution authorizing a Conditional Use Permit to allow an <br /> Outdoor Seating area and Outdoor Sales, Possession, and Consumption of Alcohol in a C-3, <br /> Community Commercial District, for the property located at 65 Portland Avenue (Kline's Club 88). <br /> It was noted that the Plan Commission recommended approval 5-0. Ms. Christensen described <br /> the project and explained that the Board of Appeals met on February 7th and approved an area <br /> variance to allow an 8-foot tall privacy fence on the property. She also listed the conditions of <br /> approval as recommended by Planning staff and the Plan Commission. Councilor Luebke moved <br /> to adopt the resolution, and Councilor Spreitzer seconded. Councilor De Forest asked about the <br /> one person who objected to the variance at the Board of Appeals meeting, and Ms. Christensen <br /> said that she did not know. Councilor De Forest asked if the applicant would be obligated to use <br /> the fence materials proposed in the application, and Ms. Christensen said that Planning staff <br /> would have to approve the fence.
