Krista Voysest, 1300 Bushnell Street, spoke against the casino, citing the negative impacts of <br /> other casinos on Atlantic City, New Jersey. <br /> 6. CONSENT AGENDA <br /> Councilor De Forest asked that item 6.b. be removed from the Consent Agenda. Councilor Newnham <br /> moved to adopt the Consent Agenda, which consists of items 6.a. and 6.c. through 6.g. Councilor <br /> Haynes seconded, and the motion carried that the Consent Agenda, except item 6.b. be accepted, <br /> approved, adopted, or referred and acted upon as required by state and local codes by a vote of 7-0. <br /> a. The resolution authorizing the City of Beloit to apply for and enter into a Grant Agreement for <br /> the JAG Crisis Intervention Team Training Grant and Partner with Rock County Policing <br /> Agencies through a regional application was adopted. File 7947 <br /> b. City Engineer Mike Flesch presented the Construction of Improvements within Riverside Park <br /> (1160 Riverside Drive) and Wootton Park (1451 Fourth Street). Councilor De Forest asked that <br /> more details regarding the memorial in Wotton Park, including the cost and source of funding, be <br /> presented when this item returns to the City Council for action. Councilor Luebke made a motion <br /> to refer this to the Plan Commission, and Councilor De Forest seconded. The motion carried 7-0. <br /> File 8067 <br /> 7. ORDINANCES <br /> a. City Clerk Rebecca Houseman presented a proposed Ordinance to amend Section 1.13(24) and <br /> to create Section 1.13(25) of the Code of General Ordinances of the City of Beloit pertaining to <br /> City Electoral Ward Boundaries and to amend Sections 1.14(1) and (2) of the Code of General <br /> Ordinances pertaining to Polling Places for a first reading. Mr. Houseman explained that 2011 <br /> Wisconsin Act 44, which changed Wisconsin's Congressional Districts, put a small section of <br /> public right-of-way in the 1st Congressional District, whereas the rest of Beloit is in the 2nd <br /> Congressional District. She said that federal elections must be reported by congressional district; <br /> therefore, a new ward, Ward 25, must be created. She also said that, if approved, the Ordinance <br /> would be effective on April 10, 2012 and that the upcoming Presidential Preference Vote and <br /> Spring Election on April 3, 2012 would not be impacted. She stated that the postcards sent to all <br /> registered voters in the City in February are still accurate. Councilor Haynes made a motion to <br /> suspend the rules and allow for a second reading at this meeting. Councilor Spreitzer seconded, <br /> and the motion carried 7-0. Councilor Spreitzer expressed disappointment in the redistricting <br /> process done by the State Legislature, and Councilors Luebke and Newnham echoed his <br /> statements. On the merits of the Ordinance, Councilor De Forest made a motion to enact. <br /> Councilor Haynes seconded, and the motion passed 6-1, with Councilor Newnham voting in <br /> opposition. File 5826 Ordinance 3460 <br /> b. Ms. Christensen presented a proposed Ordinance to amend Section 1.82(7)(a) and (b) of the <br /> Code of General Ordinances of the City of Beloit pertaining to Meetings of the Equal <br /> Opportunities and Human Relations Commission for a first reading. Ms. Christensen <br /> indicated that the EOHRC cancels several meetings throughout the year for lack of agenda items. <br /> She said that this Ordinance amendment was requested by the members of the EOHRC and <br /> would reduce the scheduled meetings from one per month to one per even-numbered month and <br /> changes the meeting location to the Forum. President Leavy asked if there will be a presentation <br /> in the future as part of Fair Housing Month, and Ms. Christensen said that a presentation is being <br /> planned.
