Leavy <br /> Present: Sheila De Forest, Charles Haynes, Eric Newnham, and Mark Spreitzer <br /> Absent: David F. Luebke and James E. Van De Bogart <br /> 1. The meeting was called to order at 7:02 p.m. in the Forum at Beloit City Hall. <br /> 2. PLEDGE OF ALLEGIANCE <br /> 3. SPECIAL ORDERS OF THE DAY/ANNOUNCEMENTS <br /> a. Councilor De Forest presented a proclamation declaring April 27, 2012 as Arbor Day to Chris <br /> Walsh, Public Works Operations Director. Ms. Walsh thanked Bruce Slagoski, who managed the <br /> City's urban forest for 16 years. She said that Mr. Slagoski has been promoted to Streets <br /> Supervisor, and she introduced Mike Ferger, the City's new Forestry Operations Supervisor. Mr. <br /> Ferger spoke briefly about the history of Arbor Day and invited the Council and the public to <br /> attend a ceremony celebrating Arbor Day on Friday, April 27th at Gaston Elementary School. <br /> File 7148 <br /> b. Councilor De Forest presented a proclamation recognizing April as Teenagers Drinking Alcohol <br /> Awareness Month to Debbie Fischer, Director of the Youth2Youth of Rock County. Ms. Fischer <br /> spoke briefly about the program and said that they are working with the Police Department to <br /> enhance business's compliance with alcohol laws and publicly commend those in compliance. <br /> File 7148 <br /> c. President Leavy recognized Councilor Newnham and this meeting as his last as a Beloit City <br /> Councilor. He said that Councilor Newnham was elected in 2008 and that he is not afraid to <br /> speak his mind or be the lone vote. President Leavy said that Councilor Newn ham has worked <br /> tirelessly to move the City forward as a Councilor and as an unofficial ambassador when <br /> traveling. President Leavy listed Councilor Newnham's appointments and some of his <br /> accomplishments as a Councilor. He presented Councilor Newnham with a plaque <br /> commemorating his service to the City. Councilor Newnham thanked President Leavy for the <br /> beautiful words and the plaque and said being on the Council has been a great opportunity to <br /> represent the City. He thanked his colleagues on the Council, City staff, and the residents who <br /> elected him. <br /> 4. PUBLIC HEARINGS <br /> a. Community Development Director Julie Christensen presented a resolution authorizing a <br /> Conditional Use Permit to allow an outdoor seating area and outdoor sales, possession, and <br /> consumption of alcohol in a C-3, Community Commercial District, for the property located at 900 <br /> Fourth Street, Tilley's Pizza House & Ballyhoo Bar. It was noted that the Plan Commission <br /> recommended approval 4-1. Ms. Christensen asked the Council to consider amending Condition <br /> #6 to say that the fire alarm could be located "outside the building" instead of within the outdoor <br /> seating area. President Leavy opened the public hearing. Theresa Donavan, 17137 W Avon <br /> North Townline Road, Brodhead WI and Ron Tilley, 2802 Chatsworth Drive, Beloit, represented <br /> the business and spoke in favor of allowing the audible and visual fire alarm to be located outside <br /> the outdoor seating area. President Leavy closed the public hearing. Councilor De Forest made a <br /> motion to amend Condition #6 per Ms. Christensen, and Councilor Haynes seconded. Councilor <br /> De Forest asked if staff has any concern with the applying the 15 square-feet per person <br /> standard in the outside seating area, and Ms. Christensen said that staff supports 46 as the <br /> maximum number of people permitted in this outdoor seating area. The motion carried 5-0. <br /> File 8497/8251 <br /> b. Ms. Christensen presented a proposed ordinance to amend the Zoning District Map to change <br /> the Zoning District Classification from PLI, Public Lands and Institutions District, to C-1, Office <br />
