10. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> a. Councilor De Forest said that it has been a great honor to serve with Councilor Newnham, and <br /> she thanked him for his service. She said she appreciated having another voice on the Council <br /> who was not afraid to express a dissenting opinion. <br /> b. Councilor Haynes said that Councilor Newnham will be missed. <br /> c. Councilor Spreitzer said that Councilor Newnham taught him about the City of Beloit and was a <br /> mentor when he ran for Council. He said that it was an honor to serve with Councilor Newnham <br /> and that he wishes Councilor Newnham well. <br /> d. Councilor Newnham thanked everyone for the kind words and said that it was a great honor to <br /> serve with each Councilor. He said that serving on the Council was educational, and he thanked <br /> staff for all of their hard work that makes City services appear seamless. He thanked the <br /> residents for their support and opinions over the years and said that the greatest strength is the <br /> community. He said he will cherish the plaque given to him and encouraged others to run for <br /> Council. He also thanked and congratulated President Leavy for his leadership while serving as <br /> President of the Council. <br /> e. President Leavy thanked Councilor Newnham for his work and said that he looks forward to <br /> seeing him in the future participating in government in other ways. He said that this is his last <br /> meeting as the President of the Council, and he thanked his colleagues for electing him for two <br /> years. He thanked City staff for their dedication to moving the City forward and carrying out the <br /> decisions made by the Council. <br /> 11. REPORTS FROM BOARDS AND CITY OFFICERS <br /> a. Fire Chief Brad Liggett presented a resolution approving a Reciprocal Mutual Aid Fire/EMS <br /> Protection Agreement. Chief Liggett said that a recent legal review of the system presented a <br /> gap in liability in terms of mutual aid agreements and this agreement will fill the gap. He said that <br /> the City relies on mutual aid for large-scale events through the MAVIS system; however, we do <br /> not currently have liability protection when mutual aid responds to a small-scale incident. He said <br /> that the language in the agreement mirrors that of the MAVIS agreement, and the project is <br /> budget neutral. Councilor De Forest moved to adopt the resolution, and Councilor Newnham <br /> seconded. The motion carried 5-0. File 6785 <br /> 12.
