B E LO IT,wisconsin <br /> PROCEEDINGS OF THE CITY COUNCIL <br /> Organization of the New Council <br /> April 17, 2012 <br /> 6:00 p.m. <br /> Final Meeting of Sitting Council <br /> Presiding: Kevin Leavy <br /> Present: Sheila De Forest, Charles Haynes, David F. Luebke (via telephone), Mark Spreitzer, James E. Van De <br /> Bogart <br /> Absent: Eric Newnham <br /> 1. The meeting was called to order at 6:00 p.m. in the City Hall Forum and roll call was taken. It was noted that <br /> Councilor Luebke was present via telephone. <br /> 2. Announcements <br /> a. Vice-President Van De Bogart said that he was not able to the attend the last regular City Council <br /> meeting on April 16th so he will use this opportunity to speak about President Leavy's many <br /> significant accomplishments as president of the City Council. He said President Leavy's vision and <br /> leadership were major reasons why so many significant projects were approved during his tenure. <br /> Vice-President Van De Bogart also said that Councilor Newnham was an important part of the <br /> Council and that he will be missed. <br /> b. President Leavy said that he appreciates the kind words and that it was a joyous experience to <br /> serve as President. He thanked the other Councilors, staff, and the residents. He said that he will <br /> support and respect the newly-elected Council President who will also have the best interest in <br /> Beloit in mind when making decisions. <br /> 3. At 6:07 p.m. Councilor Haynes moved to adjourn the meeting, and Councilor De Forest seconded. The motion <br /> carried. <br /> Organizational Meeting of New City Council <br /> 1. Following the administration of the Oath of Office to reelected Councilors De Forest, Haynes, and Van De <br /> Bogart and newly-elected Councilor Chuck Kincaid by City Clerk Rebecca Houseman, members were seated, <br /> and the meeting was called to order by City Attorney Tom Casper at 6:11 p.m. <br /> Present: Sheila De Forest, Charles Haynes, Chuck Kincaid, Kevin Leavy, David F. Luebke (via <br /> telephone), Mark Spreitzer, and James E. Van De Bogart <br /> Absent: None <br /> 2. Attorney Casper announced that nominations for President of the Council were in Order. Councilor Luebke <br /> nominated Councilor Haynes for President. No other nominations were received, and nominations were <br /> declared closed. Attorney Casper noted that the Councilors would vote by show of hands unless there was a <br /> motion to vote by secret ballot. No such motion was made, and the Councilors voted by show of hands. <br /> Councilors De Forest, Haynes, Kincaid, Leavy, Luebke, Spreitzer, and Van De Bogart voted unanimously to <br /> elect Councilor Haynes to the office of President. <br /> 3. Councilor Haynes assumed the position of President and opened nominations for Vice-President. Councilor <br /> Leavy nominated Councilor Spreitzer for Vice-President. No other nominations were received, and nominations <br /> were declared closed. The Councilors voted by show of hands. Councilors De Forest, Haynes, Kincaid, Leavy, <br /> Luebke, Spreitzer and Van De Bogart voted unanimously to elect Councilor Spreitzer to the office of Vice- <br /> President. <br />
