Haynes <br /> Present: Chuck Kincaid, David F. Luebke, Mark Spreitzer, and James E. Van De Bogart <br /> Absent: Sheila De Forest and Kevin D. Leavy <br /> 1. The meeting was called the meeting to order at 7:03 p.m. in the Forum at Beloit City Hall. <br /> 2. PLEDGE OF ALLEGIANCE <br /> 3. SPECIAL ORDERS OF THE DAY/ANNOUNCEMENTS <br /> a. Vice-President Spreitzer presented a Certificate of Achievement to Alex Molland in recognition <br /> of his election as Region V Vice-President for Future Business Leaders of America. <br /> b. Vice-President Spreitzer presented a proclamation recognizing Julie Rounds for earning the <br /> Honor of First Place at the Future Business Leaders of America (FBLA) State Leadership <br /> Conference. File 7148 <br /> c. Vice-President Spreitzer presented a proclamation recognizing Jesse Porter for earning the <br /> Honor of Second Place at the Future Business Leaders of America (FBLA) State Leadership <br /> Conference. File 7148 <br /> 4. PUBLIC HEARINGS <br /> a. Community Development Director Julie Christensen presented a resolution authorizing a <br /> Conditional Use Permit to allow a single-family dwelling in a C-2, Neighborhood Commercial <br /> District, for the property located at 1007 Prairie Avenue. It was noted that the Plan Commission <br /> recommended approval 5-0. Ms. Christensen said that the property meets the parking <br /> requirements of the Zoning Ordinance. Ms. Christensen indicated that one of the neighbors <br /> expressed concern about the rental nature of the single-family residential use and the type of <br /> commercial use proposed on the first floor; however, that person did not attend the Plan <br /> Commission meeting. President Haynes opened and closed the public hearing without <br /> participation. Councilor Van de Bogart made a motion to adopt the resolution, and Councilor <br /> Luebke seconded. The motion carried 5-0. File 2334 <br /> 5. CITIZENS' PARTICIPATION <br /> • Steve Miller, 2275 Cobblestone Lane, spoke in favor of the proposed bicycle races in the City of <br /> Beloit in July. <br /> • Rick Barder, 2560 Blarney Stone Drive, spoke in favor of the proposed bicycle races in Beloit on <br /> July 12th. He said that he would like to see Beloit showcased. <br /> • Walter Loos, owner of Paddle and Trail, 110 West Grand Avenue, spoke in favor of the bike race. <br /> He said that it would be a great event for the downtown community and highlight Beloit's assets. <br /> • Richard Thompson, owner of Totally Tan, located at 108 W. Grand Avenue, said that his <br /> business would need to shut down for the day without the on-street parking that would be <br /> eliminated during the bike races. <br /> • Michael Garrison, Marketing Director for the International Cycling Classic, spoke in favor of the <br /> bike races. He said that he is impressed with the City, and he would like to showcase the <br /> community through this event. <br /> • Kurt Handrich, 740 Grant Street, indicated that he supports the bike races. He also thanked the <br /> Council for the workshop on a proposed ordinance to allow chickens in the City. <br /> • Corky Neuenschwander, 4341 County Road M, Evansville, WI, said that he would like to <br /> purchase land on Willowbrook Road and build a truck wash, but the City has not been receptive. <br /> • Dave Fogderud, Overflowing Cup, 310 State Street, requested that the taxes on his property <br /> located at 232 Shirland Avenue be forgiven for 2011.
