The meeting was called to order at 7:14 p.m. <br /> <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS <br /> <br /> a. The Council and audience observed a moment of silence for retired Fire Chief Herb Christiansen. <br /> b. A Proclamation celebrating the Sixth Annual Beloit International Film Festival was presented by Vice- <br /> President Van De Bogart to BIFF Executive Director Rod Beaudoin and Becky Rogers, who thanked the <br /> City Council for their support and said that tickets are now available at beloitfilmfest.org. File 7148 <br /> c. President Leavy presented the State of the City Address to the Council and the public. President Leavy <br /> spoke about the past, the present, and the future of Beloit. He honored Steve Gregg, who passed away in <br /> 2010 and lauded him for his commitment to continuously improving the City. He said that the State of the <br /> City is solid, and that even though the City has faced tough budget years, we have still managed to <br /> complete many important projects that positively impact the community. President Leavy said that future <br /> budget decisions will become more difficult, but we must continue to move forward. File 7757 <br /> d. City Clerk Rebecca Houseman announced that the Polling Places will be consolidated for the February <br /> 15, 2011 Spring Primary Election from ten to two: Gaston School and Central Christian Church. She also <br /> noted that there will be an election on April 5, 2011 and that voters will vote at their regular Polling Place. <br /> 3. PUBLIC HEARINGS <br /> a. Resolution authorizing a Planned Unit Development (PUD) Master Land Use Plan for the properties <br /> located at 1917 Elmwood Avenue and 2612, 2622, 2632, 2642, 2652, 2662, 2672, 2682, and 2692 <br /> Sunshine Lane. It was noted that the Plan Commission recommended approval 5-0. Community <br /> Development Director Julie Christensen reviewed the project which involved the rehabilitation and <br /> enhancement of twenty existing public housing units. She noted that the Community Development <br /> Department received a letter from an individual in opposition of the project. She also noted that Alice Blue, <br /> owner of Badger Spirits and Happy Wok, spoke at the Plan Commission meeting regarding traffic control <br /> and alley maintenance concerns. President Leavy opened and closed the public hearing without <br /> participation. Ms. Christensen explained that the project was funded primarily through tax credits and <br /> federal public housing dollars and that upgrades to the units will increase their energy efficiency. Councilor <br /> Johns moved to adopt, second by Councilor Densch. The motion carried. File 8484 <br /> b. Proposed Ordinance for a Zoning Map Amendment for the properties located at 1917 Elmwood Avenue <br /> and 2612, 2622, 2632, 2642, 2652, 2662, 2672, 2682, and 2692 Sunshine Lane from R-2, Two-family <br /> Residential District, to PUD, Planned Unit Development District was given first reading. It was noted that <br /> the Plan Commission recommended approval 5-0. Ms. Christensen summarized the staff report and <br /> recommendation from the Plan Commission. She said that this step would rezone the property, which is a <br /> necessary part of the PUD process. President Leavy opened and closed the public hearing without <br /> participation. Councilor Johns moved to suspend rules for a second reading, second by Councilor Densch. <br /> The motion carried. Councilor Van De Bogart moved to enact, second by Councilor De Forest. The motion <br /> carried. File 8484 Ordinance 3435 <br /> 4. CITIZENS' PARTICIPATION <br /> a. Fire <br /> most revered Fire Chiet. <br /> Chef Chief was the Belot Fire Chief for 12 years, and he was one of the <br /> in the history of the Beloit Fire Department. Chief Liggett said that Chief Christiansen served as Preside, <br /> of the Wisconsin State Fire Chiefs Association in 1976. He brought the paramedic program to the City cc <br /> Beloit and worked hard to improve fire services and safety through positive and fair labor relations and <br /> Page 1 of 4 <br />
