Leavy <br /> Present: Sheila De Forest, Martin Densch, Charles Haynes, Heidi Johns, Eric Newnham, James Van De <br /> Bogart <br /> <br /> 1. The meeting was called to order at 7:00 p.m. <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS <br /> <br /> a. Police Chief Norm Jacobs presented a statewide award from the Wisconsin Association of SWAT <br /> personnel to the Beloit Police Department SWAT Team for being recognized as the SWAT Team of the <br /> Year. <br /> 3. PUBLIC HEARINGS <br /> <br /> a. Resolution authorizing an Exception to the Architectural Review and Landscape Code for the property <br /> located at 1877 Madison Road. It was noted that Plan Commission recommended approval 6-0. <br /> Community Development Director Julie Christensen gave a review of the staff report and recommendation. <br /> The Public Hearing was opened and closed without participation. Councilor Johns moved to adopt, second <br /> by Councilor Densch. Councilor De Forest expressed concern regarding the expansive wall facing Burton <br /> Street. She also indicated that the rendering showed mature trees and that tall landscaping should be <br /> planted instead of shrubs. Ms. Christensen indicated that the side of the building in question is facing other <br /> warehouse buildings and not the residential neighborhood. Jim Arneson, Building Systems General <br /> Corporation, indicated that there was a cooler on the inside of the metal wall. Councilor Newnham echoed <br /> Councilor De Forest's comments regarding the west and south building walls, and Mr. Arneson indicated <br /> that the site, as a whole, exceeded the landscaping standards in the Architectural Review and Landscape <br /> Code. Councilor Johns said that she appreciated Woodman's efforts to improve the property. Councilor <br /> Newnham moved to amend the Resolution to include a condition requiring that the number of planting units <br /> on the south and west sides of the building be 140 percent of the planting units required by the Code. <br /> Councilor De Forest seconded the amendment. Councilor Haynes noted that staff could work with the <br /> applicant to address landscape concerns and offered a friendly amendment to replace the 140 percent <br /> requirement with "as much as space allows." Councilors Newnham and De Forest accepted this friendly <br /> amendment. The motion adopting the amendment carried 5-2, with Councilors De Forest and Johns in <br /> opposition. The motion adopting the amended resolution carried 6-1, with Councilor De Forest in <br /> opposition. File 7614 <br /> 4. CITIZENS' PARTICIPATION <br /> Mark Rhodes, 850 Bluff Street, expressed concern about the dangerous on-street parking spaces close to the <br /> northeast corner of Roosevelt and Bluff Street. He also requested that the traffic lights at the intersections of <br /> St. Paul Avenue and State Street and Pleasant Street and Public Avenue flash yellow after 6 or 7 p.m. <br /> 5. CONSENT AGENDA <br /> Councilor De Forest moved to adopt, second by Councilor Densch. The motion carried 7-0 that the following <br /> items from the Consent Agenda be accepted, approved, adopted or referred and acted upon as required by <br /> state and local codes. <br /> a. Minutes of the Regular and Special Meetings of February 7, 2011 were approved. <br /> b. Application for a Zoning Text Amendment to allow Two Family Dwellings in the Central Business Zoning <br /> Districts (CBD-1 and CBD-2) above the ground floor was referred to Plan Commission.
