Proposed Ordinance to Repeal and Recreate Section 1.58, to Amend Sections 13.015(4), 13.25(1), <br /> 13.25(2)(b), 13.26, 15.03(7), 25.04(1)(d), 25.04(4)(b)12 and 13, 25.04(4)(c), 25.07 and 29.56(2) of the <br /> Code of General Ordinances of the City of Beloit pertaining to the Municipal Court was given first reading. <br /> Assistant City Attorney Beth Krueger presented the staff report and recommendation. She stated that this <br /> Ordinance amends the City's Ordinance in accordance with changes in the State Statutes. Councilor <br /> Johns moved to suspend the rules for a second reading, second by Councilor Densch, and the motion <br /> carried 7-0. Councilor Van De Bogart moved to enact the proposed Ordinance, second by Councilor <br /> Johns, and the motion carried 7-0. File 4906 Ordinance 3439 <br /> 7. APPOINTMENTS - none <br /> 8. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> <br /> a. Councilor Newnham reminded everyone that all of the downtown businesses would remain open <br /> throughout the downtown construction project. <br /> b. Councilor Johns thanked the Wisconsin Property Owners League for hosting a City Council candidate <br /> forum. She also reminded everyone that Beloit Memorial High School is performing Hair Spray next <br /> weekend. <br /> c. Councilor De Forest extended her condolences to Tina Lomax's family. She also thanked Ed Ganser, the <br /> City's Water Resources Director, for his service and congratulated him on his retirement. <br /> d. President Leavy offered his condolences to the family and friends of former City employee Tina Lomax. He <br /> said that the City's parks are better because of Mr. Lomax. <br /> 9. CITY MANAGER'S PRESENTATION <br /> a. City Manager Larry Arft presented his Annual Report to the Community. <br /> 10. REPORTS FROM BOARDS AND CITY OFFICERS <br /> <br /> a. Resolution approving a PILOT Agreement between the City of Beloit, the Community Development <br /> Authority and Beloit Apartments Redevelopment - Phase 2, LLC. Ms. Christensen presented the staff <br /> report and recommendation. Councilor De Forest moved to adopt, second by Councilor Haynes, and the <br /> motion carried unanimously 7-0. File 8384 <br /> b. Resolution to provide Corporate Guaranty to Wisconsin Community Bank for the Construction Loan for <br /> Phase 2 of the Redevelopment of 66 Public Housing Units ("Project"). Ms. Christensen presented the <br /> staff report and recommendation. She indicated that the Community Development Authority recommended <br /> approval of this Corporate Guaranty. Tom Landgraff indicated that the only reason the City would have to <br /> pay this guaranty was if the City slowed down or stopped one of the required elements for the project to <br /> move forward, such as a zoning change. Councilor Johns moved to adopt, second by Councilor Densch, <br /> and the motion carried unanimously 7-0. File 8384 <br /> c. Resolution Renaming the Henry Avenue Bridge as the Ken Hendricks Memorial Bridge. It was noted <br /> that the Plan Commission recommended approval unanimously. Manager Arft presented the staff report <br /> and recommendation. He briefly described some of the projects in the community on which Ken Hendricks <br /> had a significant and positive impact. Councilor Newnham moved to adopt, second by Councilor Haynes, <br /> and the motion carried unanimously and enthusiastically 7-0. File 8485 <br /> 11.
