The meeting was called to order at 7:03 p.m. <br /> <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS <br /> a. Vice-President Van De Bogart presented the Proclamation recognizing April as National Fair Housing <br /> Month to Gretchen Roy, Vice-Chair, Equal Opportunities and Human Relations Commission (EOHRC). <br /> Ms. Roy noted the recent fair housing seminars and other events that the EOHRC has organized <br /> including the upcoming mock fair housing hearing on April 16th in the Forum. File 7148 <br /> 3. PUBLIC HEARINGS - none <br /> <br /> 4. CITIZENS' PARTICIPATION - none <br /> <br /> 5. CONSENT AGENDA <br /> Councilor Johns moved to adopt, second by Councilor De Forest. The motion carried 7-0 that the followir, <br /> items from the Consent Agenda be accepted, approved, adopted, or referred and acted upon as required <br /> state and local codes. <br /> a. Minutes of the regular meeting of March 21 and the special meeting of March 25, 2011, were approved. <br /> b. Application for Class "A" Beer and "Class A" Liquor for Emad Qutoum d/b/a Liberty Mart, 412 Liberty <br /> Avenue, was referred to the Alcohol Beverage License Control Committee. File 8449 <br /> c. Resolution authorizing Final Payment of Public Works Contract C10-01 Wayfinding Signs was <br /> approved. File 8370/8445 <br /> d. Resolution authorizing Final Payment of Public Works Contract C10-03 Fourth Street and Third <br /> Street Parking Lot Improvements was approved. File 8465 <br /> 6. ORDINANCES - none <br /> <br /> 7. APPOINTMENTS - none <br /> 8. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> <br /> a. Councilor De Forest said that there would be Town Hall-style budget workshops to receive residents' <br /> input on the 2012 budget on April 13th at Grinnell Hall and on April 14th at the Rotary River Center at 6:30 <br /> p.m. and an informal budget survey would be available on the City's website soon. She commended the <br /> Nightingale's Dance concert at Beloit Memorial High School. She said that she would be participating in <br /> the EOHRC mock hearing on April 16th in The Forum and thanked Teri Downing for her commitment to <br /> Fair Housing in Beloit. <br /> b. Councilor Van De Bogart said that he helped deliver Meals on Wheels with other community members <br /> during lunch on March 23rd <br /> c. Councilor Haynes reminded everyone to vote in the April 5th Spring Election. <br /> d. Councilor Johns echoed the previous statement and said that the polls are open from 7 a.m. to 8 p.m. <br /> e. Councilor Newnham said that voting is a great opportunity to speak and be heard. He also commended <br /> the City Manager and his staff for holding preliminary budget meetings with the public so far in advance. <br />
