<br /> <br /> <br /> City of <br /> BELOIT,wisconsin <br /> <br /> <br /> PROCEEDINGS OF THE CITY COUNCIL <br /> Organization of the New Council <br /> April 19, 2011 <br /> 6:00 p.m. <br /> <br /> Final Meeting of Sitting Council <br /> Presiding: Kevin Leavy <br /> Present: Sheila De Forest, Martin Densch, Charles Haynes, Heidi Johns, Eric Newnham, James Van De Bogart <br /> Absent: none <br /> 1. The meeting was called to order at 6:00 p.m. in the City Hall Forum and roll call was taken. <br /> <br /> 2. At 6:03 p.m. Councilor Densch moved to adjourn the meeting, and Councilor Johns seconded. The motion <br /> carried. <br /> <br /> Organizational Meeting of New City Council <br /> 1. Following the administration of the Oath of Office to reelected Councilor Leavy and newly-elected Councilors <br /> David F. Luebke and Mark Spreitzer by City Clerk Rebecca Houseman, members were seated, and the <br /> meeting was called to order by City Attorney Tom Casper at 6:06 p.m. <br /> Present: Sheila De Forest, Charles Haynes, Kevin Leavy, David F. Luebke, Eric Newnham, Mark <br /> Spreitzer, and James Van De Bogart <br /> Absent: None <br /> 2. Attorney Casper announced that nominations for President of the Council were in Order. Councilor Luebke <br /> nominated Councilor Leavy for President, and Councilor Newnham nominated Councilor De Forest for <br /> President. No other nominations were received, and nominations were declared closed. Attorney Casper <br /> noted that the Councilors could vote via secret ballot or by show of hands. Councilor Luebke moved that the <br /> Council vote by show of hands. Councilor De Forest seconded, and the motion carried. The Councilors voted <br /> by show of hands. Councilors Haynes, Leavy, Luebke, and Van De Bogart voted for Councilor Leavy, and <br /> Councilors De Forest, Newnham, and Spreitzer voted for Councilor De Forest. Councilor Leavy was elected <br /> President (4-3). <br /> 3. President Leavy assumed the position of President and opened nominations for Vice-President. Councilor <br /> Newnham nominated Councilor De Forest for Vice-President, and Councilor Haynes nominated Councilor Van <br /> De Bogart for Vice-President. No other nominations were received, and nominations were declared closed. <br /> Councilor De Forest moved that the Council vote by show of hands. Councilor Luebke seconded, and the <br /> motion carried. The Councilors voted by show of hands. Councilors De Forest, Newnham, and Spreitzer voted <br /> for Councilor De Forest, and Councilors Haynes, Leavy, Luebke, and Van De Bogart voted for Councilor Van <br /> De Bogart. Councilor Van De Bogart was elected Vice-President (4-3). <br /> 4. President Leavy asked that the Councilors review the City's Boards/Committees/Commissions and give him <br /> their input so that appointments may be made at the May 2nd meeting. <br /> 5.
