Leavy <br /> Present: Sheila De Forest, Charles Haynes, David F. Luebke, Eric Newnham, and Mark Spreitzer, <br /> Absent: James Van De Bogart <br /> 1. The meeting was called to order at 7:07 p.m. <br /> <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS <br /> a. Downtown Beloit Association Executive Director Kathleen Braatz, presented the State and National Main <br /> Street Awards to the Downtown Beloit Association (DBA) and others. She explained that the Beloit <br /> Community had received four Wisconsin Main Street Awards through the Department of Commerce: David <br /> and Joan Siekierski won the Best Fagade Restoration Award for Bagels and More; the City of Beloit won <br /> the Best Public Improvement Project Award for the John Rose Canoe Kayak Launch; Diane Hendricks and <br /> Beloit College won the Best Adaptive Reuse Award for the Hendricks Center for the Arts; and the City of <br /> Beloit and the Downtown Beloit Association won the Best Public Private Partnership Award for the TID #5 <br /> Funded Grant Upper Floor Housing and Fagade Programs. Ms. Braatz thanked the Council for their <br /> commitment to Beloit's downtown and honored the volunteers and the previous DBA staff members who <br /> laid the groundwork for the current successes. She also said that that the City will receive a bronze plaque <br /> for winning the 2011 Great American Main Street Award from the National Trust for Historic Preservation. <br /> President Leavy thanked Ms. Braatz for her hard work and congratulated her and the other award <br /> recipients. He also encouraged people to walk around downtown and see how wonderful it is. <br /> b. Proclamation declaring June 5 through June 11, 2011 NeighborWorks Week was presented by Councilor <br /> De Forest to Christine Schlichting and Kathleen Adler from Neighborhood Housing Services (NHS). Ms. <br /> Schlichting thanked the City Council for the 32 years of a successful public/private partnership. She invited <br /> the Council and the public to the NHS Block Parties on Tuesday, June 7th at NHS of Beloit and on <br /> Thursday, June 9th at the Merrill Community Center. She also invited the Council and public to the 3rd <br /> annual Larry Schlichting Golf Outing at Glen Erin Golf Course. File 7148 <br /> c. Proclamation declaring June 6 through June 10, 2011 Bike to Work Week and Recognizing the Dedication <br /> of the Steve Gregg Memorial Path was presented by Councilor De Forest. She invited the public to join <br /> the Council for a bike ride starting at 9:00 a.m. on Saturday, June 11th at the Transit Transfer Center and <br /> ending at 10:00 a.m. in Riverside Park at the dedication site. File 7148 <br /> 3. PUBLIC HEARINGS <br /> a. Resolution approving a Conditional Use Permit for a Drive-through Use in a C-3, Community <br /> Commercial District, for the property located at 2705 Prairie Avenue. Community Development Director <br /> Julie Christensen said that the owner had filed an application for a Conditional Use to allow drive-through <br /> alcohol sales on the property that had previously been used as a fast food restaurant. She reviewed the <br /> project and staff report and noted that Plan Commission recommended denial of the project 3-1. <br /> President Leavy opened the public hearing. <br /> • Richard Blaurock, Blaurock Realty, Ltd. 404 N. Main Street, Wauconda IL, owns the property and <br /> spoke in favor of the drive-through use. He noted that the Shopko Plaza has a 28 percent vacancy rate, <br /> and he felt that getting a tenant in this building would help get additional tenants in the plaza. He also <br /> described some of the planned remodels. <br /> • Alice Blue, owner of Badger Spirits, 2621 Prairie Avenue, spoke in opposition to the drive-through <br /> alcohol sales. She said that she had not included a drive-through in her building plans because staff <br /> indicated that the Council would not approve such a use and said it was difficult to check ID and <br /> appearance. <br /> • Donna and Jeff Disch , 14617 W. Carroll Road, Brodhead Wisconsin, potential owners of the property, <br /> showed a rendering of the finished the building. Ms. Disch noted that the goal was for an upscale <br /> cheese and liquor store and that the drive-though was convenient for patrons. She predicted that 50 <br />
