Intergovernmental Agreement with the School District for Provision <br /> of Adult Crossing Guard Services be removed from the Consent Agenda. Councilor Van De Bogart requested <br /> that item a. Approval of the Minutes from Joint City Council/Community Development Authority Meeting and <br /> Regular Meeting of June 6, 2011 be removed from the Consent Agenda. Councilor Newnham moved to adopt, <br /> second by Councilor Haynes, and the motion carried that the Consent agenda be adopted and acted upon as <br /> required by state and local codes except items a. and c. <br /> b. Resolution authorizing the City of Beloit to apply for and enter into a Grant Agreement for the Edward <br /> Byrne Memorial Local Justice Assistance Grant (JAG) Program FY 2011 and partner with Rock County <br /> through a Regional Memorandum of Understanding was adopted. File 7947 <br /> a. Approval of the Minutes of the Joint City Council/Community Development Authority Meeting of June 6 and <br /> the Regular Meeting of June 6, 2011. Councilor De Forest moved to approve, second by Councilor <br /> Spreitzer. The motion carried 5-0-1 with Councilor Van De Bogart abstaining. <br /> c. Resolution approving an Intergovernmental Agreement with the School District of Beloit for provision of <br /> Adult School Crossing Guard Services. Councilor De Forest asked for clarification regarding the cost <br /> associated with the intergovernmental agreement. She indicated that the cost to the City had remained the <br /> same from 2010 but the number of guards had increased. She asked if the School District would incur the <br /> additional costs and if the Police Department would work with the school district regarding where guards <br /> might be placed. Police Chief Norm Jacobs said that the City had a limit on the money to support the <br /> School District for the program. Chief Jacobs indicated that the School District requested more guards <br /> because of the elementary school realignment, and he indicated that the Police Department would provide <br /> assistance with location suggestions upon request. Councilor Van De Bogart moved to adopt, second by <br /> Councilor Newnham. The motion carried 6-0. File 7749 <br /> 6. ORDINANCES <br /> a. Proposed Ordinance to amend Section 31.19 of the Code of General Ordinances of the City of Beloit <br /> pertaining to Occupancy Limits for Licensed Premises was given first reading. City Attorney Tom <br /> Casper explained the occupancy limit in this section was duplicative and did not serve a useful purpose. <br /> Councilor Van De Bogart moved to suspend rules for second reading, second by Councilor Spreitzer. The <br /> motion carried 6-0. Councilor De Forest moved to enact, second by Councilor Haynes. The motion carried <br /> 6-0. File 5663 Ordinance 3444 <br /> b. Proposed Ordinance to repeal Section 14.06(5) of the Code of General Ordinance of the City of Beloit <br /> relating to the Display of Rental Permits was given first reading. Ms. Christensen explained that the <br /> requirement was no longer necessary because the information was now entered in the new MUNIS <br /> software system and easily accessible by City staff. Councilor Van De Bogart moved to suspend rules for <br /> second reading, second by Councilor Haynes. The motion carried 6-0. Councilor De Forest moved to <br /> enact, second by Councilor Haynes. Councilor De Forest commended City staff for being open to the <br /> concerns raised by the Landowners Association. Councilor Haynes reminded the public that this did not <br /> remove the requirement to obtain a rental dwelling permit. The motion carried 6-0. File 5130 <br /> Ordinance 3445 <br /> c. Proposed Ordinance amending Terrace Parking Regulations was given first reading. Public Works <br /> Director Dave Botts said that the staff reviewed all of the terrace parking locations in the City and removed <br /> the locations where terrace parking was no longer available due to street reconstruction or other changes. <br /> Councilor De Forest moved to suspend rules for second reading, second by Councilor Newnham. The <br /> motion carried 6-0. Councilor Newnham moved to enact, second by Councilor Haynes. Councilor De <br /> Forest asked if all of the property owners of the locations with terrace parking were notified of the changes, <br /> and Mr. Botts indicated that they did notify people and that the goal of the Ordinance was not to remove <br /> parking, but to update the list so that it was accurate. The motion carried 6-0. File 7791 Ordinance 3446 <br /> 7. APPOINTMENTS <br /> President Leavy announced openings and submitted the following appointments to the City Committees, <br /> Boards, and Commissions for approval. The appointments were approved on a motion by Councilor Newnham <br /> and a second by Councilor Haynes. The motion carried 6-0. <br /> a.
