Assistant City Attorney Elizabeth Krueger <br /> presented an overview of the proposed changes. Councilor Haynes moved to lay the item over <br /> for a second reading and possible action at the October 17, 2011 regular Council meeting, and <br /> Councilor Spreitzer seconded. The motion carried 6-0. File 6543 <br /> b. Proposed Ordinance to amend Section 1.14 of the Code of General Ordinances Pertaining to <br /> Polling Places was given a first reading. Councilor Haynes moved to suspend the rules and <br /> allow a second reading, and Councilor Luebke seconded. The motion carried 6-0. Councilor <br /> Newnham moved to enact the Ordinance, and Councilor De Forest seconded. The motion <br /> carried 6-0. File 5826 Ordinance 3452 <br /> 8. APPOINTMENTS - none <br /> 9. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> <br /> a. Councilor Spreitzer indicated that he welcomes feedback from the public regarding the proposed <br /> 2012 budget and requested that the City provide additional opportunities for public participation. <br /> b. Councilor De Forest requested that the City schedule workshops to encourage public <br /> participation regarding the 2012 Budget. <br /> c. Councilor Haynes indicated that he would like to hear from more residents regarding the budget. <br /> d. President Leavy expressed condolences to Councilor Luebke for his recent loss and thanked City <br /> staff for all of their hard work on the budget and in general. <br /> 10. CITY MANAGER'S PRESENTATION <br /> a. City Manager Larry Arft presented the Proposed 2012 Operating, Library, and Capital <br /> Improvement Budgets. Finance Director Paul York presented the highlights of the proposed <br /> budgets. Councilor De Forest requested that a hard copy of the presentation, along with the <br /> glossary and the fund accounting information sheet, be placed at the Library. She also indicated <br /> that she would like to discuss budget priorities at the upcoming budget workshops. Councilor <br /> Newnham thanked staff and indicated that he would like more public input in the process. <br /> Councilor Haynes requested that the budget workshop presentation include services provided by <br /> the general fund and all other funds. File 8514 <br /> b. Councilor Newnham moved to schedule Council Budget Workshops for 8:00 a.m., Monday, <br /> October 10, 2011 in the Large Conference Room at 2400 Springbrook Court and 8:00 a.m., <br /> Monday October 17, 2011 in the Community Room at the Beloit Public Library. Councilor De <br /> Forest seconded, and the motion carried 6-0. <br /> 11. REPORTS FROM BOARDS AND CITY OFFICERS <br /> a. City Attorney Tom Casper presented a resolution authorizing Acorn Development, LLC, an <br /> extension for outstanding Special Assessments in Deerfield Estates Subdivision. Attorney <br /> Casper explained that the City received a request from Acorn Development, LLC, for a three-year <br /> deferment of these special assessments. Councilor Luebke moved to adopt the resolution, and <br /> Councilor Newnham seconded. The motion carried 6-0. File 7258 <br /> 12.
