Draeving Sr., <br /> Agent, was referred to the ABLCC. File 8497 <br /> d. City Engineer Mike Flesch presented a resolution authorizing the Final Payment of Public Works <br /> Contract C11-02, Hawthorne Drive Sewer and Water Extension. Councilor De Forest inquired <br /> about a section of the newly-paved road that has been removed and is now gravel, and she said <br /> that she would like to withhold the final payment until the project is completely done. Mr. Flesch <br /> indicated that withholding the payment is an option but that there are warranties and other <br /> safeguards in place to ensure the work is completed properly even after final payment. Councilor <br /> De Forest moved to lay this item over until pavement is in place where there is no pavement now, <br /> and Newnham seconded. Councilors Leavy and Van De Bogart indicated that there are sufficient <br /> guarantees in place to ensure the work is complete. The motion was denied 2-5, with Councilors <br /> Newnham and De Forest voting in favor and Councilors Haynes, Van De Bogart, Leavy, Luebke, <br /> and Spreitzer voting in opposition. Councilor Luebke made a motion to adopt the resolution as <br /> presented, and Councilor Newnham seconded. The motion carried 6-1, with Councilor De Forest <br /> voting in opposition. File 8499 <br /> 7. ORDINANCES— none <br /> 8. APPOINTMENTS— none <br /> 9. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> a. Councilor Spreitzer said that he enjoyed serving pancakes at the Welty Center Maple Syrup <br /> festival, and he encouraged residents to vote in the Spring Election tomorrow. <br /> b. Councilor Newnham encouraged people to vote and reminded everyone that local elections can <br /> and have been determined by one vote. He also said that it has been an honor to serve on the <br /> Council and that he has one meeting left. He said that he is impressed with the organization of <br /> the people who support a chicken ordinance, but he also encouraged those who may be opposed <br /> to such an ordinance to organize and make sure the Council hears them as well. <br /> c. Councilor Luebke encouraged people to vote and reminded them that they do not need an <br /> identification card in order to vote. He said that he enjoyed attending the Mushing for Meals <br /> event, which was a fundraiser for Beloit Meals on Wheels. <br /> d. Councilor De Forest encouraged everyone to vote and said that she cannot wait to participate in <br /> The Big Read by reading Tom Sawyer again. She also thanked Teri Downing for her tireless <br /> efforts to promote fair housing in the City of Beloit. <br /> e. Councilor Haynes said that he appreciates everyone who votes because he was the recipient of a <br /> one-vote victory four years ago. <br /> f. Councilor Van De Bogart said that he attended the Ho-Chunk Nation's successful vote to approve <br /> the Intergovernmental Agreement with the City of Beloit and Rock County, and the Nation is <br /> moving forward with their application. He said that he participated in the Meals on Wheels event <br /> last weekend and reported on the status of the Downtown Beloit Association Executive Director <br /> job, saying that there were 55 applicants, 18 of whom were from the Beloit area. He pointed out <br /> that Beloit will host the Wisconsin Main Street Awards Ceremony on April 20th <br /> g. President Leavy said that the Council is made up of seven different people with seven different <br /> attitudes and opinions, but that his colleagues are professional and respect each other. He said <br /> that it is clear that all of the Councilors have a passion for Beloit. <br /> 10. CITY MANAGER'S PRESENTATION <br /> a. Director of Community and Housing Services Teri Downing presented an Analysis of <br /> Impediments to Fair Housing that was created for the U.S. Department of Housing and Urban <br /> Development. She thanked Michael Lofton, Samantha Timko, the EOHRC, and others for their <br /> participation in creating this document. Ms. Downing discussed the demographic, economic, <br /> housing, and lending profiles of the City and how they contribute to impediments to fair housing, <br /> and she recommended actions to promote fair housing choices. Councilor De Forest asked what <br /> the next step would be to put the recommendations into practice. Ms. Downing indicated that the <br />
