The meeting was called to order at 7:12 p.m. in the Forum at Beloit City Hall. <br /> 2. PLEDGE OF ALLEGIANCE <br /> 3. SPECIAL ORDERS OF THE DAY/ANNOUNCEMENTS <br /> a. Vice-President Spreitzer recognized the following Wisconsin Economic Development Corporation <br /> (WEDC) 2011 Main Street Award Winners in the City of Beloit: <br /> i. Best Downtown Public Improvement Project—Built Environment: State Street <br /> Reconstruction and Gantry: City of Beloit and Downtown Beloit Association <br /> ii. Best New Downtown Business: Walter Loos, Paddle and Trail, Beloit <br /> iii. 2011 Volunteer of the Year: Peter Gabriele <br /> iv. 2011 Board Member of the Year: Deanna Ohman <br /> v. Best Image (Honorable Mention): "Be In It!" <br /> b. Vice-President Spreitzer presented a proclamation declaring May 13-18, 2012 as National <br /> Police Week and recognizing Merchant Police Officer Fred Samp to Police Chief Norm Jacobs. <br /> Chief Jacobs thanked the Council and community for the proclamation. File 7148 <br /> c. Vice-President Spreitzer presented a proclamation recognizing May as Historic Preservation <br /> and Archaeology Month to Rick McGrath, Landmarks Commission Chairman. Mr. McGrath <br /> thanked the Council for the proclamation and said that the Landmarks Commission continues to <br /> work to maintain standards in Beloit's historic neighborhoods. File 7148 <br /> d. Vice-President Spreitzer presented a proclamation declaring May 19-26, 2012 as National <br /> Public Works Week to acting Public Works Director/City Manager Larry Arft. Manager Arft <br /> thanked the Council for the Proclamation and accepted it on behalf of the five Public Works <br /> Division Directors and the wonderful Public Works staff. Mr. Arft invited the Council and the public <br /> to attend the Public Works Open House on Saturday, May 19th from 12:00 p.m. to 3:00 p.m. at <br /> 2400 Springbrook Court. File 7148 <br /> 4. PUBLIC HEARINGS <br /> a. Community Development Director Julie Christensen presented a resolution approving an <br /> amendment to the 2012 Home Investment Partnership (HOME) budget related to Community <br /> Housing Development Organization (CHDO) Funding. Ms. Christensen said that it would be in the <br /> best interest of the HOME Consortium to divide the funds between Community Action and <br /> Neighborhood Housing Services in order to spend the money in a timely manner. President <br /> Haynes opened and closed the public hearing without participation. Councilor Van De Bogart <br /> made a motion to adopt the resolution, and Councilor Luebke seconded. Councilor De Forest <br /> said that she is pleased that Community Action would be receiving funds and asked if the funds <br /> would be allocated to the Merrill Housing Initiative. John Ramstad, Director of Housing programs <br /> for Community Action, said that the fund would be used in that manner and provided an update <br /> on the Merrill Housing Initiative program. The motion carried 7-0. File 8515 <br /> b. Ms. Christensen presented a resolution authorizing a Conditional Use Permit to allow indoor <br /> liquor sales in a C-2, Neighborhood Commercial District, for the property located at 1451 Madison <br /> Road, Rollette Oil Co. It was noted that the Plan Commission recommended approval 5-0. Ms. <br /> Christensen stated that this business currently sells beer and has requested to also sell liquor. <br /> She stated that the parking area is not currently striped, but that there appears to be adequate <br /> space for the required number of parking spaces.
