The meeting was called to order at 7:03 p.m. in the Forum at Beloit City Hall. <br /> 2. PLEDGE OF ALLEGIANCE <br /> 3. SPECIAL ORDERS OF THE DAY/ANNOUNCEMENTS- none <br /> 4. PUBLIC HEARINGS- none <br /> 5. CITIZENS PARTICIPATION <br /> a. Dean Sandell, 2555 White Oaks Drive, expressed his concern about the condition the contractor <br /> had left his property after the Hawthorne Sewer Extension project was completed. City Manager <br /> Larry Arft stated the problem would be taken care of in the fall and the property would be restored <br /> to the original condition. <br /> 6. CONSENT AGENDA <br /> Councilor Luebke made a motion to adopt the Consent Agenda, which consists of items 6.a. through <br /> 6.f. Councilor Leavy seconded, and the motion carried that the Consent Agenda be accepted, <br /> approved, adopted, or referred and acted upon as required by state and local codes by a vote of 6-0 <br /> a. The Minutes of the Regular Meeting of June 18, 2012 were approved. <br /> b. Resolution awarding Public Works Contract C12-13, Colby Street Reconstruction was adopted <br /> File 8547 <br /> c. Resolution awarding Public Works Contract C12-03,West Grand Avenue Parking Lot was <br /> adopted File 8549 <br /> d. Resolution awarding Public Works Contract C12-02R, Telecommunications Hut Foundation <br /> was adopted File 8551 <br /> e. Resolution approving final payment for Public Works Contract C10-16, Dam Tailwater <br /> Shoreline Stabilization was adopted. File 8476 <br /> f. Resolution approving final payment for Public Works Contract C10-11,Weiser Reservoir was <br /> adopted. File 8481 <br /> 7. ORDINANCES <br /> a. City Attorney Tom Caper presented a proposed Ordinance to amend Section 13.05(3) of the <br /> Code of General Ordinances of the City of Beloit Relating to Overnight Parking Permits for <br /> Residents of Business Improvement District for a first reading. He explained that the Phoenix <br /> Project is redeveloping the old Wagner's building and college students will most likely be living in <br /> the upper floors. He said that this ordinance would remove the age restriction, change the permit <br /> from the calendar year to July 1 and ending June 30 the following year, and allow for long term <br /> parking. Councilor Leavy moved to lay over the second reading to the next meeting, and <br /> Councilor Luebke seconded. The Motion carried 6-0. File 7791 <br /> 8. APPOINTMENTS— none <br />
