9. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> a. Councilor Van De Bogart said he volunteered at Riverfest and commended the staff that took the <br /> HazMat training. <br /> b. Councilor De Forest stated she volunteered at Riverfest for the theatre fundraiser. She indicated <br /> that she would like staff to make sure that construction projects are complete before requesting <br /> final payments for contractors. She also requested a report outlining resident complaints <br /> regarding final restoration of construction projects. <br /> c. Councilor Luebke said he participated in the Triathlon, sponsored by the City's Recreation <br /> Department and expressed his thanks to them, he also congratulated the Community <br /> Development Department for the newly constructed apartments which he toured. <br /> d. Councilor Spreitzer also expressed his appreciation to the Community Development Department <br /> and Kathy Pollard for a job well done on the new apartments and reminded citizens of the ban on <br /> burning and fireworks during this drought. <br /> e. Councilor Leavy stated that the City was mentioned on a popular new television program and <br /> expressed congratulations to the staff for promoting our great city. <br /> f. Councilor Haynes accompanied Manager Arft on the Highway 51 tour with the Rotary Club to <br /> Hurley, WI. He said that many communities were represented and it was commented that Beloit <br /> was one of the most attractive of all the cities on the tour. <br /> 10. CITY MANAGER'S PRESENTATION —none <br /> 11. REPORTS FROM BOARDS AND CITY OFFICERS <br /> a. City Engineer Mike Flesch presented a Resolution amending the 2009 Capital Improvement <br /> Budget for P5003444-5514-2009, Gateway Boulevard. He gave a brief explanation of why <br /> DOT's payment was less than originally estimated and that adequate funding for the balance of <br /> the project is available in TIF#10 fund balance. Councilor Van De Bogart moved to adopt the <br /> resolution, and Councilor Spreitzer seconded. The motion carried 6-0. File 8370 <br /> b. City Manager Larry Arft presented a Resolution approving an upgrade to the Audio and Visual <br /> Equipment in the Forum. Manager Arft explained that funds had been set aside from the Cable <br /> Television Franchise fees to replace equipment related to televising the City's PEG channel. <br /> Councilor Van De Bogart moved to adopt, and Councilor De Forest seconded. The motion <br /> carried 6-0. File 8553 <br /> 12. At 7:45 p.m., Councilor Leavy made a motion to adjourn the meeting, and Councilor De Forest <br /> seconded.
