Leavy <br /> Present: Sheila De Forest, Martin Densch, Charles Haynes, Heidi Johns, Eric Newnham, and James Van <br /> De Bogart <br /> 1. The meeting was called to order at 7:08 p.m. <br /> <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS <br /> a. Vice-President James Van De Bogart presented a Proclamation Supporting the YWCA's Stand Against <br /> Racism to Jane McCauley and Latreece Sandlin from the Rock County YWCA. Ms. McCauley thanked <br /> the members of the City Council for the Proclamation and invited the Council and the public to view a <br /> documentary at the Job Center in Janesville on April 29th at 12:00 pm. File 7148 <br /> 3. PUBLIC HEARINGS <br /> <br /> a. Public Work Director Dave Botts presented a Resolution approving the Widening of Cranston Road <br /> from Milwaukee Road Frontage Road to Canadian/Pacific Railroad. Mr. Botts indicated that all of the <br /> affected property owners were invited to two public hearing regarding this project. President Leavy <br /> opened and closed the public hearing without participation. Councilor De Forest commented that she <br /> does not understand why sidewalk is necessary on both sides of this street. She also said that several <br /> businesses requested that the switchgear and electrical equipment along Cranston Road be moved to <br /> accommodate the truck traffic, and she expressed concern about the removal of trees. Councilor Johns <br /> also expressed concern about the removal of trees along Cranston Road required for the widening <br /> project. Mr. Botts indicated that the project contractors would make every attempt to save and replant the <br /> trees. He also stated that the project will not impact the Alliant switchgear and moving the gear is not part <br /> of this project. Councilor De Forest moved to amend the Resolution to require sidewalks on only one side <br /> of Cranston Road. The motion failed due to lack of a second. Councilor Haynes moved to adopt the <br /> Resolution as presented, and Councilor Densch seconded the motion. The motion carried 5-2 with De <br /> Forest and Johns voting in opposition. File 7510 <br /> 4. CITIZENS' PARTICIPATION - none <br /> 5. CONSENT AGENDA <br /> Councilor De Forest requested that items e., f., and g. be removed from the Consent Agenda. Councilor De <br /> Forest moved to adopt, Councilor Densch seconded, and the motion carried that the following items from the <br /> Consent Agenda be accepted, approved, adopted, or referred and acted upon as required by state and local <br /> codes except items e., f., and g. <br /> a. Minutes of the Regular Meeting of April 4, 2011 were approved. <br /> b. Resolution approving Class "B" Beer and "Class C" Wine License for Midwest Adventure Group, LLC, <br /> d/b/a Paddle and Trail, 110 West Grand Avenue, Dan Boutelle, Agent was adopted. File 8449 <br /> c. Resolution awarding Public Works Contract C11-12, Bushnell, College, Prospect Reconstruction <br /> was adopted. File 8493 <br /> d. Resolution authorizing Final Payment of Public Works Contract C10-04 Eastside Initiative was <br /> adopted. File 8329 <br /> h. Report of Election Board of Canvassers was accepted. File 6057 <br /> e. Resolution rejecting all bids for the Public Works Contract C11-24, Gantry Structure and Gantry <br /> Plaza. Mr. Botts indicated that the bids submitted for this project were much higher than the estimate. <br /> He asked that the Council reject all of the bids and, after a redesign and rebid, the project would come <br /> Page 1 of 3 <br />
