Leavy <br /> Present: Sheila De Forest, Charles Haynes, David F. Luebke, Eric Newnham, Mark Spreitzer, and James <br /> Van De Bogart <br /> 1. The meeting was called to order at 7:00 p.m. <br /> <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS <br /> a. Proclamation honoring the 1991 Beloit Memorial High School Boys Track and Field Team was <br /> presented by Vice President Van De Bogart, who, on behalf of the City Council, proclaimed August 11, <br /> 2011 as Track and Field Day to honor the team and coaches who won the 1991 WIAA Division 1 State <br /> Championship. Coaches Jerry Elliot and Gene Weeden thanked the Council for their recognition and <br /> invited the Councilors to the 26th annual Beloit Historical Society Sports Hall of Fame Induction Dinner on <br /> August 4th. File 7148 <br /> b. Updates regarding the Rock County Homeless Intervention Task Force Activities and Project 16 <br /> were presented by Marc Perry, Community Action. Mr. Perry thanked Chief Jacobs and all of the <br /> volunteers and City staff who participated in the point-in-time homeless count on July 27th. Mr. Perry <br /> commended the work of the Rock County coalition who make the most of the finite resources availal. <br /> ensure that services are not being duplicated. He indicated that the goal of the HITF is to work with <br /> families to prevent homelessness and increase economic self-reliance. The goal of Project 16:49 is <br /> provide support for homeless youth in Rock County. President Leavy encouraged Mr. Perry and his <br /> to contact the local media to inform the public about the programs available and how they can help and <br /> return to the Council annually with updates. <br /> c. Mike Dailey, President of the Wisconsin Chapter of the American Public Works Association (APWA), <br /> presented the APWA's Top Ten Public Works Leaders of 2011 Award to Christine Walsh, Director of <br /> Operations for the City's Department of Public Works. Mr. Dailey indicated that Ms. Walsh exemplifies the <br /> qualities associated with leadership in public works. Ms. Walsh thanked her peers for nominating her for <br /> the award and thanked her family for their support. She indicated that she is humbled by the award but <br /> also proud of her accomplishments over the last 18 years working for the City. <br /> 3. PUBLIC HEARINGS - none <br /> 4. CITIZENS' PARTICIPATION - none <br /> 5. CONSENT AGENDA <br /> Councilor Luebke moved to adopt, second by Councilor Newnham. Motion carried that the Consent Agenda be <br /> accepted, approved, adopted or referred and acted upon as required by state and local codes by a vote of 7-0. <br /> a. Minutes of the Regular Meeting of July 18, 2011 and the Special Meetings of July 25, 2011 were <br /> approved. <br /> b. Resolution awarding Public Works Contract C11-13, Short Street Reconstruction was adopted. File 8508 <br /> c. Proposed Ordinance to amend Sections 12.03(2)(g), 12.04(1)(g) and 12.09(3)(a) and to create Section <br /> 12.04(1)(cg) of the Code of General Ordinances of the City of Beloit pertaining to the Subdivision <br /> Ordinance was referred to the Plan Commission. File 7750 <br /> d. Resolution authorizing the Transfer of Funds from the General Fund to the General Liability Insurance <br /> Fund was adopted. File 8463/7486 <br />
