Councilor Newnham commended Beloit College on celebrating 25 years of the Help Yourself Program and <br /> thanked the people who work with Beloit's youth. <br /> b. Councilor Luebke encouraged the public to participate in the National Night Out on August 2"d and to <br /> attend the Beloit Historical Society Sports Hall of Fame Induction Dinner on August 4tn <br /> c. Councilor De Forest indicated that she is looking forward to participating in National Night Out and the <br /> Street Dance on August 5th. She also congratulated Chris Walsh on her award. <br /> d. Councilor Haynes reminded the public about the upcoming downtown events including the Street Dance on <br /> August 5th and the Sidewalk Sale and Farmers' Market on August 6tn <br /> e. Councilor Van De Bogart reiterated the weekend events and invited everyone to participate in the <br /> organized bike ride on Saturday morning leaving from Paddle and Trail. He also indicated that attended a <br /> loan presentation from the State that will help balance Beloit's budget. <br /> 9. CITY MANAGER'S PRESENTATION - none <br /> 10. REPORTS FROM BOARDS AND CITY OFFICERS <br /> <br /> a. Resolution Authorizing, Nominating, Designating, and Creating a Development Opportunity Zone for the <br /> City of Beloit. City Manager Larry Arft discussed the success of a previous Development Opportunity Zone <br /> (DOZ) in Beloit's Gateway Business Park and indicated that the new DOZ would include all the land within <br /> the City limits to ensure that all areas of the City may benefit. Councilor Van De Bogart asked if the new <br /> boundaries of the DOZ will allow a series of small investments instead of one large project, and Mr. Arft <br /> indicated that he was correct. Councilor Newnham indicated that the City should encourage new <br /> businesses to invest in Beloit by buying houses here and sending their children to the Beloit schools. <br /> Councilor De Forest indicated that she is supportive and appreciative of the idea of encouraging downtown <br /> business development. Councilor Newnham moved to adopt and Councilor Haynes seconded. The <br /> motion carried 7-0. File 8509 <br /> 11.
