The meeting was called to order at 7:05 p.m. <br /> <br /> 2. SPECIAL ORDER OF THE DAY/ANNOUNCEMENTS - none <br /> 3. PUBLIC HEARINGS - none <br /> <br /> 4. CITIZENS' PARTICIPATION - none <br /> 5. CONSENT AGENDA <br /> <br /> Councilor Haynes moved to adopt, second by Councilor Spreitzer. Motion carried that the Consent Agenda be <br /> accepted, approved, adopted or referred and acted upon as required by state and local codes by a vote of 5-0. <br /> a. Minutes of the Regular Meeting of August 1, 2011 were approved. <br /> b. Resolution approving a Change of Agent for Beloit College Coughy Haus, located at 708 Clary Street, to <br /> Steve Bernini was adopted. 8497 <br /> c. Resolution authorizing Final Payment of Public Works Contact C10-26, Madison Road Watermain was <br /> adopted. 8469 <br /> 6. ORDINANCES <br /> a. Proposed Ordinance to repeal and recreate Section 1.13 of the Code of General Ordinances of the City of <br /> Beloit pertaining to City Electoral Ward Boundaries and to repeal and recreate Section 1.14 pertaining to <br /> Polling Places was given first reading. City Clerk Rebecca Houseman explained that the proposed <br /> Ordinance repeals and recreates the ward and polling place plan and Ordinance enacted by the Council on <br /> July 5, 2011. She indicated that the passage of 2011 Wisconsin Acts 39, 43, and 44 changed the <br /> redistricting process and created new legislative and congressional district boundaries that do not coincide <br /> with the previously-approved ward plan. Councilor Haynes inquired about the small size of Ward 8, and <br /> Ms. Houseman explained that Ward 8 is the only part of Supervisory District 13 located on the west side of <br /> the Rock River. She went on to indicate that the creation of Ward 8 would eliminate the need for anyone to <br /> have to cross the River to vote and that the language in Act 39 allows cities to create wards that do not <br /> meet the population requirements if those wards are created due to an act of the legislature. Councilor <br /> Newnham said that the fact that Beloit will be represented by two senators and two assembly members <br /> may be positive because the City could be better represented at the Capital. Councilor Spreitzer indicated <br /> that splitting the City into two senate and assembly districts is unfortunate. Councilor Luebke moved to <br /> suspend the rules to allow for a second reading of this Ordinance. Councilor Haynes seconded, and the <br /> motion carried 5-0. Councilor Luebke moved to enact the Ordinance as proposed, and Councilor Haynes <br /> seconded. The motion carried 5-0. File 5826 Ordinance 3448 <br /> 7. APPOINTMENTS- none <br /> 8. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> a. Councilor Newnham indicated that he attended a great Chamber of Commerce event with Senators Tim <br /> Cullen and Dale Schultz. <br />
