Leavy <br /> Present: Sheila De Forest, Charles Haynes, David F. Luebke, Mark Spreitzer, and James Van De Bogart <br /> Absent: Eric Newnham <br /> <br /> 1. The meeting was called to order at 7:03 p.m. <br /> 2. SPECIAL ORDERS OF THE DAY/ANNOUNCEMENTS <br /> <br /> a. Vice President Van De Bogart presented a Proclamation recognizing the National Moment of <br /> Remembrance for the 10`h Anniversary of September 11, 2001. File 7148 <br /> 3. PUBLIC HEARINGS <br /> <br /> a. Proposed Ordinance to amend Sections 12.03(2)(g), 12.04(1)(g) and 12.09(3)(a) and to create Section <br /> 12.04(1)(cg) of the Code of General Ordinances of the City of Beloit pertaining to the Subdivision <br /> Ordinance was given first reading. It was noted that Plan Commission recommended approval 5-0. <br /> Community Development Director Julie Christensen explained that the changes to the Subdivision <br /> Ordinance are being proposed to comply with the recent changes to Wisconsin State laws. President <br /> Leavy opened and closed the public hearing without participation. Councilor Van De Bogart moved to <br /> suspend rules to allow for a second reading of this Ordinance. Councilor De Forest seconded, and the <br /> motion carried 6-0. Councilor De Forest moved to enact the Ordinance as proposed, and Councilor <br /> Haynes seconded. The motion carried 6-0. File 7750 Ordinance 3449 <br /> 4. CITIZENS' PARTICIPATION -none <br /> 5. CONSENT AGENDA <br /> Councilor Luebke moved to adopt, and Councilor Haynes seconded. The motion carried that the Consent <br /> Agenda be accepted, approved, adopted or referred and acted upon as required by state and local codes by a <br /> vote of 6-0. <br /> <br /> a. Minutes of the Regular and Special Meetings of August 15 and Special Meeting of August 22, 2011 were <br /> approved. <br /> b. Application for Class "A" Beer License for Saroj V. Patel d/b/a Liberty Quick N Save, 1407 Liberty <br /> Avenue was referred to ABLCC. File 8497 <br /> c. Resolution approving Intergovernmental Agreement between the City of Beloit and Beloit Township to <br /> host a Joint Electronics Recycling Campaign was adopted. File 8271 <br /> d. Resolution approving Intergovernmental Agreement between the City of Beloit and Turtle Township to <br /> host a Joint Electronics Recycling Campaign was adopted. File 8271 <br /> e. Resolution authorizing Final Payment of Public Works Contract C10-18, Milwaukee Road Sidewalk was <br /> adopted. File 8490 <br /> f. Resolution awarding Public Works Contract C11-04 Sunshine Alley was adopted. File 8480 <br /> 6. ORDINANCES <br /> a. Proposed Ordinance to Remove 2-hour Parking Time Limit along Copeland Avenue, Harvey Street, <br /> Randall Street, and Keeler Avenue between Park Avenue and Wisconsin Avenue was given first reading. <br /> It was noted that Traffic Review Committee recommended approval 5-0.
