<br /> <br /> 9. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> <br /> a. Councilor Spreitzer indicating that the majority of his time has been spent working on the budget. <br /> b. Councilor Newnham said that the budget has been challenging and thanked staff, Manager Arft, <br /> and citizens who are participating in the budget process. <br /> c. Councilor Luebke said that he went to Horace White Park on Saturday to see the pumpkins, and <br /> he expressed hope that it becomes an annual event. <br /> d. Councilor De Forest said that she enjoyed attending the senior health fair and thanked John <br /> Kalkirtz and his volunteers for their hard work. She also recognized Ryan Flannigan for his award <br /> from CIVMIC Insurance. <br /> e. Councilor Haynes indicated that he enjoyed helping with the Fall Fiesta in the Merrill Park <br /> Community Garden the previous weekend. <br /> f. President Leavy thanked the other Councilors for giving so much of their time and energy into this <br /> budget process, and he thanked staff for quickly providing information requested. He also invited <br /> the public to the Townhall-style workshops on Monday, October 24th at the Rotary River Center <br /> and on Tuesday, October 25th at Grinnell Senior Center. <br /> 10. CITY MANAGER'S PRESENTATION -none <br /> 11. REPORTS FROM BOARDS AND CITY OFFICERS <br /> a. Operations Director Christine Walsh presented a Resolution awarding Composting Bid and <br /> authorizing City Manager to enter into a Contract for Services. Ms. Walsh indicated that Leaflan <br /> is the recommended winner of the contract and that residents would have the option of using <br /> Leaflan or Bedrock Grinding for yard waste materials at no charge for the rest of this year. <br /> Councilor Spreitzer moved to adopt the resolution, and Councilor Haynes seconded. Manager <br /> Arft pointed out that the City is saving an extraordinary amount of money from this contract. The <br /> motion carried 7-0. File 8220 <br /> b. Economic Development Director Andrew Janke presented a Resolution approving Farm Leases <br /> between the City of Beloit and Walsh Agricultural Holding, LLC. Mr. Janke disclosed that Ms. <br /> 'Walsh is related to the individual who is recommended to receive the contract; however, she does <br /> not have any financial stake in the transaction. Councilor Luebke moved to adopt the resolution, <br /> and Councilor Haynes seconded. The motion carried 7-0. File 7834 <br /> 12.
