Mr. Barnes estimated that <br /> each intersection would be closed for 30-45 minutes. COUNCILOR ACTIVITIES AND UPCOMING EVENTS <br /> a. Councilor Van De Bogart thanked the Clerk's office and the Election Inspectors for their hard <br /> work this year with all of the extra elections. He said that they are providing an excellent example <br /> of volunteer civil service. <br /> b. Councilor Luebke said that he attended the Arbor Day celebration at Gaston School and that <br /> Councilor De Forest gave a nice presentation with the help of the students. He also pointed out <br /> that the City Manager has taken on the responsibilities of the Public Works Director position for <br /> the past year to save money for the City. <br /> c. Councilor De Forest said that she participated in Grinnell Hall's Hee Haw Show, attended the <br /> Downtown Beloit Association Awards Program, attended the Gaston School Arbor Day <br /> celebration, and is looking forward to the Public Works Open House. She thanked Bruce Slagoski <br /> for his work, welcomed Mike Ferger to the City, and thanked all of the public works employees. <br /> d. Councilor Kincaid said that attending the MadCity Backyard Chicken movie was the highlight of <br /> the month. <br /> e. Councilor Spreitzer congratulated all of the 2012 Beloit College graduates. <br /> 10. CITY MANAGER'S PRESENTATION <br /> a. The Code Enforcement Update presentation was postponed until the May 21, 2012 City Council <br /> meeting. <br /> 11. REPORTS FROM BOARDS AND CITY OFFICERS <br /> a. City Attorney Tom Casper presented a resolution approving Acknowledgement of Public <br /> Authority Responsibility between the City of Beloit and the Ho-Chunk Nation, which would <br /> allow the City Manager to enter into intergovernmental agreement with the Ho-Chunk Nation. He <br /> presented a revised resolution from the one published in the Council packet and explained that <br /> approval of this resolution makes the roadways in the area of the Trust Land eligible for BIA <br /> funding. He said that the Transportation Planner for Ho-Chunk Nation made us aware of this <br /> funding opportunity. Councilor Van De Bogart made a motion to adopt the revised resolution, and <br /> Councilor De Forest seconded. Councilor De Forest thanked the Nation for looking at creative <br /> ways to help the City finance the necessary infrastructure improvements associated with the <br /> casino project.
